Yes, you can do it, and I will show you how! Let's get started! Keep practicing! That is the single best advice I can give you, because the only thing that can possibly make you fail is giving up. Practice drawing each and every day, and soon you will see satisfying results!
Here is a procedure I use when I draw a new Manga character's face. Try it!
Study and analyze the face of the character you want to draw. Look at the shape of the face: What does it look like, is it oval, square, maybe it is diamond shaped? I have found that studying like this makes it a lot easier to draw the face, because it makes you a lot more aware of what you are actually drawing.
Usually when a beginner draws a face, him/her start by drawing a completely round circle. That would be really great if you were to draw a basketball of a head, but usually that is not what you want, is it? The purpose of this studying exercise is to make you see the real shape of the face and be able to draw it has accurate as possible.
When you have drawn the face shape, it is time draw the eyes, the nose, and the mouth. When drawing the eyes, make sure you get them in the right place. A Rule you can use is this: The eyes in a manga character is usually placed just a little lower than the middle of the face.
When you have drawn the eyes, draw the nose and the mouth. Be accurate and analyze the character you wish to draw, and make everything perfect:)
Finish the drawing by adding the hair. Male Manga characters usually have very sharp edges in their hair, while the female character has more 'normal' hair. Remember to not draw individual hairs; instead you should draw the hair like it is one shape.
